Would using star washers between the sections cause an swr change does anyone know.
Also coating the imaxx with flex seal. Is that a cause for higher swr as anyone does this?
By high I mean 2.10

If it's a newer one, I believe they are shorter than the older ones and can't be set up for 11 meters. They are just for 10 meters now.

It's an old one. My buddy got a new one and they had to send him another foot long extension to use for 11 meters

First, I prefer a regular lock washer over the star in certain application, example on this type of antenna out in the elements a star washer doesn't seal well so water can wick into the antenna. I use a conductive grease on the joints to help prevent this from happening.
Second, yes it would be fine if you seal the joint, not with "flex-seal" but a good self sealing electrical tape similar to what the electric company uses.
Last, no it shouldn't change the SWR unless it increases or decreases the length of the antenna.
