Continuity with mobil antenna

I have two mobile antennas and get continuity between the pin and the ground on the connector that goes into the back of the radio. But on my other mobile antenna there is no continuity, So which on is right and why would they be different?

Both could be 'right', it just depends on a few things. The one that shows a short could use a coil for a matching device. It may show a short at DC and still not be a short at radio frequencies. That's typical for quite a few antennas. The one that doesn't show a short, or no continuity, is probably not using a coil, or inductive matching device, just a straight feed. So, without knowing what either antenna is, I have no way of telling if either is good or not. I can say both being 'right' are a very definite... maybe.
