Amp watts = how many miles?

It all depends on the atmospheric conditions, sometimes I can't contact a base station 10 miles away, but I can get a base in castle rock, about 50 miles away. and vice versa. People have asked this question sooo many times, but it's an impossible question to answer. Radio theory is much different than radio practice.
