What kind of antenna mount are these?

Hey guys, I m adding to the collection of radios and antennas I have on my car (currently, one uniden 520 pro radio and one wilson 1000 roof antenna 8) ) and I saw one that interested me. My friend took this picture when he was driving.

I am guessing this is a ham radio (i have my license but have never really used it) but I am hoping that someone could help me figuring out what it is and where to get that one or one similar.

Any help is appreciated!

With these antennas comes the inability to enter a parking deck or drive-thru EVER again! LOL. But if the people using these enjoy what they can do, well all right!

This looks like a custom 40m antenna. It could be for 20m or even 30m, but I'd bet 40m. It's likely a mono-bander though.

They all appear to be 'screwdriver' antennas of one brand or another, for bands lower than 10-11 meters. If you have need of such things, I can say from experience that they certainly do work. They also mean a definite 'change' in driving habits!
When you start thinking seriously about using one, you will have an 'enlightenment' about antenna mount sizes! Think very huge, strong, and NOT mounted to the body of a vehicle (unless your vehicle used 1/4" steel for body panels). Just the motorized coil will amount to something around 25 - 35 pounds. That's a lot of weight/momentum to 'handle' in just normal driving.
That's just the 'practical' side of those types of antennas, says nothing about costs. Do your self a favor and sit down before looking at prices. :)
