strange antenna

Got a strange thing that i found In the shop. It looks like a ground plane kit for a abse station radio antenna. Thing is the radials? are only 6 - 8 inches long and covered with black rubber. Kinda like minin fire sticks. Anyone with a picture please post it. thanks

It's probably one of those fake mobile ground plane radial kits. No base station I've ever heard of (for 11m anyway) would have radials that short.
