I have it hanging outside from the second floor deck of my house. I was making contact's last night about as well as my mobile does if not just a little better.

Hey Wile E. Coyote, 654 here. Albuquerque NM. I'm glad to see your going to put up a base atenna.
The dipole thingy won't work well if it done in a horizontal position for local talking. Everyone here runs verticals mostly.
You could set it up as an inverted V with an angle more than 90 degrees. to make it work like and omni. It's still alittle directional. It will have the bigger lobes of the side of the antenna. So put the side in the direction that you do most of your talking and it will probably work just fine.
I used to have one made by Radiowavz, but I put up with less than the 90 degrees required to make Omni, and it didn't get out very far in the direction I wanted. I took it down before I really experimented with it, and put up an a99 instead.
