did you check to see if the nylon spacer inbetween the mount and antenna was cracked or missing? check continuity in your coax, could have a short.

the washer is still there and is good
every thing is brand new the coax, mount and the antenna

when I reach out and touch the antenna, above the mount right wear the antenna screws on the mount, so my hand acts as a jumper between the antenna and the mount I pull a 1.1 let go and jumps up to a 3.0
I want to try and put a jumper above the nylon washer between the metal washer and lock nut to the mounting bolt just like my hand was doing when I touch it, maybe that will work

The center coil needs to clear the cab or you will get reflect from the cab that will raise your the SWR. Longer shafts are available at truck stops and most CB shops. Do a search on Google for vehicle body grounding for HF radio. It will explain how to ground the door to the body. Others will disagree- tuning coax to adjust SWR is not an ideal solution to get acceptable SWR, but if you are have ground plane issues running the 18 feet of coax will not cause any issues.

THIS is telling you that there still is not enough ground
